The temperature pressure relief valve discharge pipe is too short - it should terminate 6 inches above the floor. ( the white pipe to right of waterheater)
 Also note the material used- it is PVC schedule 40 pipe , so it is not rated to handle high temps (it's limit is 140 degrees). The dishcharge pipe material should be copper.
